- CustomAI will develop the concept of a Virtual Custom Control Operations (VCCO) center to digitally manage cargo inspections
- Fundación Valenciaport will act as a liaison with security forces, including the Guardia Civil, AEAT, and port police, to identify their main operational needs
Valencia, February 5, 2026.- Fundación Valenciaport has begun work on the security project CustomAI, “AI technologies for enhancing capabilities, greater efficiency and effectiveness for customs,” in collaboration with the Spanish Tax Agency (AEAT), the Guardia Civil, and 18 other European entities.
The initiative aims to develop a set of Artificial Intelligence (AI)-based tools to improve the efficiency and effectiveness of customs controls in the European Union, reducing the number of false positives in cargo inspections.
Given the crucial role of customs authorities in preventing the entry of illegal goods and the challenges posed by the continuous growth of international trade, CustomAI seeks to integrate robust, non-intrusive technologies to accurately predict, detect, and select high-risk shipments, enhancing the balance between security and streamlined processes.
To achieve this, the concept of a Virtual Custom Control Operations (VCCO) center will be developed, a digital operations hub for managing the control of goods, containers, and packages.
Due to the high complexity of the project, Fundación Valenciaport will serve as a liaison with law enforcement agencies, including the Guardia Civil, AEAT, and port police, in order to identify their key operational requirements.
Project Kick-off Meeting
During the first in-person meeting of the project, held this week in Granada, initial goals and pilot tests were defined. One of the highlights is the inspection of goods at the Port of Valencia, where the newly developed tools will be tested.
These activities will help advance the development of an AI-based solution aimed at increasing the efficiency of border control processes and, consequently, strengthening the security of European port infrastructure and borders.
The project, led by Legind Technologies, has a budget of over 3 million euros, co-financed by the European Climate, Infrastructure and Environment Executive Agency (CINEA).
CustomAI Consortium
In addition to Fundación Valenciaport, Legind, AEAT, and the Guardia Civil, the CustomAI consortium includes: University of Granada, INDRA Sistemas, INDRA Security Systems, INDRA Software Factory, Intrasoft, Engineering Systems for the Defense of Spain (ISDEFE), French Alternative Energies and Atomic Energy Commission (CEA), Diadikasia Business Consulting, SIMAVI, MION Technologies, BYS Grup, TOLDSTYRELSEN, Ministry of Trade (Turkey), Romanian Customs Authority, Martel, Directorate General of Cultural Assets and Museums, and CONCEPTIVITY.
