Fundación Valenciaport promotes CLEVER TOOL to strengthen climate management in the Port of Valencia

Valencia, 2nd October 2025.– Last week, the final event of the ARSINOE (Climate-resilient regions through systemic solutions and innovations) project on climate change adaptation was held in Brussels. This ambitious initiative was co-financed by the European Commission through the Horizon 2020 program, with the Fundación Valenciaport participating as a strategic partner.

Thanks to the ARSINOE project, innovative and sustainable solutions for climate change adaptation in Europe have been designed and implemented, with a commitment to a comprehensive and multisectoral approach. The project has analyzed the impact of extreme weather events—such as heat waves, floods, and droughts—on key sectors such as transportation, as well as assessing their effect on citizens’ health and quality of life.

One of the main achievements of the project has been to advance the transformation of the “One Health” approach towards a new paradigm: that of systemic resilience. This interconnected vision links environmental sustainability, water security, public health, and socioeconomic stability, emphasizing that climate challenges cannot be addressed in isolation.

hrough practical tools, governance frameworks, and innovation pathways developed during the project, ARSINOE is positioned as a benchmark model for future adaptation strategies at both the European and global levels. Among its key recommendations is the need to integrate health—physical, mental, and social—as an explicit objective in climate resilience policies.

The case of the Port of Valencia

The project has deployed nine use cases in different European territories, including the Mediterranean ports of Valencia, Piraeus, and Limassol. Specifically, in the proof of concept developed at the Port of Valencia, three Living Labs were organized with the port community, where threats were mapped, risks were prioritized, and a roadmap for climate adaptation was developed.

This work made it possible to strengthen stakeholder participation, identify avenues for innovation, and design specific financial options for ports in the region. It also consolidated the Port Authority of Valencia (APV) as a European benchmark in sustainability and resilience, promoting the creation of a pioneering tool: CLEVER TOOL.

CLEVER TOOL, innovation applied to climate management

Developed by NOW Systems with the support of the Fundación Valenciaport, the CLEVER TOOL platform combines two sources of information for each climate event: real-time meteorological and oceanographic data with information provided by users themselves on the effects of extreme phenomena on infrastructure and operations.

Now Systems was the technology company selected to respond to the challenge launched by ARSINOE as part of the Business Growth Programme of Valenciaport’s open innovation hub, Opentop.

The result is an intuitive and powerful tool designed to support the APV’s Climate Change Observatory. Its applications range from operations planning and the construction of adapted infrastructure to risk reduction in day-to-day port management.

It should be noted that this Observatory is an initiative led by the APV, in cooperation with Puertos del Estado, and with the support of the Fundación Valenciaport, through which it aims to monitor the evolution and impacts of climate change on port operations and infrastructure in the ports of Valencia, Sagunto, and Gandía. This is a pilot project that will serve as a starting point for replicating the methodology and knowledge generated in other ports of general interest.

With these contributions, ARSINOE not only reinforces Valencia’s position as a laboratory for port innovation, but also paves the way for the design of climate resilience strategies throughout Europe.
