Course objectives
Current international and national legislation on combating marine pollution by oil or chemicals requires countries, their ports, facilities and terminals to have contingency or emergency plans and adequate material and human resources to deal with pollution incidents occurring in their waters.
This legislation also requires that personnel involved in these operations have adequate training and specialised knowledge for such tasks.
Specifically, Order FOM/555/2005 of 2 March establishes the type and content of the training courses to be received by operators and technical personnel assigned to oil pollution prevention and response operations in the maritime and port sectors, based on international experience in the organisation of marine pollution response.
Therefore, the objective of the course is to impart the basic operational level of knowledge in marine pollution response operations in maritime and/or port areas.
Who it is aimed at
The course is aimed at operators and technicians with professional training assigned to tasks related to the prevention and control of oil pollution.
In other words, it is aimed at personnel who are part of the response team in the various contingency plans established in the National Marine Pollution Response System approved by Royal Decree 1695/2012 of 21 December, such as the National Maritime Plan and the Internal Maritime Plans (i) for ports, (ii) maritime facilities that carry out commercial or industrial activities with a risk of causing marine pollution by oil or chemicals, and (iii) goods handling terminals.
Programme
Theoretical Classes:
Common module for basic operational level: basic issues related to the behaviour of hydrocarbons at sea, their effects on the ecosystem and methods to combat them.
Duration: 8 hours.
Specific module for basic operational level: spill prevention, containment and collection systems, necessary equipment, maintenance and repair of equipment, as well as practical exercises with said equipment.
Duration: 7 hours
Practical Exercises:
Practical module for Basic Operational Level: consists of practical exercises that test the theoretical knowledge acquired in the course.
