The SEMAS-EMSWe project will implement a maritime single window for information exchange at the European level

Valencia, November 26th, 2024. – This morning was held in Valencia the kick-off meeting of the European project SEMAS-EMSWe, ‘Smart European Maritime Space through the European Maritime Single Window environment‘, which will allow the implementation of the European Maritime Single Window in seven Member States: Slovenia, Finland, Italy, the Netherlands, Portugal, Sweden, Slovenia and Spain.

The event, which brought together representatives of the nine project partners, was attended by Roberto Alongi, Policy Officer at the European Commission’s Directorate General for Mobility and Transport (DG MOVE) and Gerd Muysewinkel, Project Adviser at the European Climate, Infrastructure and Environment Executive Agency (CINEA).

The initiative, led by Fundación Valenciaport and in which the public body Puertos del Estado also participates, has a total budget of almost 30 million euros, co-financed by CINEA’s Connecting Europe Facility program.

The SEMAS-EMSWe project will enable compliance with Regulation 2019/1239/EU, which establishes that each national maritime single window must be constituted as a single point of entry for ship information, provided by maritime transport operators, and distributed to the various administrations, including port authorities, Capitanía Marítima and Customs.

In this way, the initiative seeks to harmonize the electronic exchange of information on the arrival, stay and departure of ships in ports, ensuring that the information can be presented in a similar way in each maritime single window of each Member State of the European Union.

At the national level, SEMAS-EMSWe will allow the adaptation to the European environment of DUEPORT, the current maritime single window, and INTEGRA2, the system used by port authorities for the management of the areas of operation, invoicing and statistics.

Fundación Valenciaport, in addition to leading the project, will offer support to the Port Authority of Valencia in the analysis tasks for the connection with the DUEPORT and INTEGRA2 systems adapted to the European maritime single window environment; something fundamental for the correct presentation and reception of the necessary information in the management of port operations, as well as for the calculation of port fees and the different processes included in the Port Community System of Valenciaport.

The SEMAS consortium is composed of Fundación Valenciaport, Puertos del Estado, the Swedish Maritime Administration, the Ministerie van Infrastructuur en Waterstaat, the Direcção Geral de Recursos Naturais, Segurança e Serviços Marítimos, Fintrafficin meriliikenteenohjaus, the Comando Generale del Corpo delle Capitanerie di Porto – Guardia Costiera, Circle SpA and the Ministrstvo za infrastrukturo (MZI).
